You will need to got to your local JCPenney store to receive an Invitation (each containing a unique code) to enter the Sweepstakes. (to find a participating JCPenney location go HERE) Codes will be available while supplies last.
Mail-in Entry Without A Code: Hand-print your name, address, city, state, zip code, daytime phone number, and email address (on a plain 3″ x 5″ piece of paper, place in a stamped envelope and mail to:

How can we keep getting extra entries if we can only enter once? I do hope I win, we could really use new socks and underwear. Son and husband could use socks and shoes, oh and pants too. Can’t imagine having nice outside furniture. Thank you for your sweepstakes. Gives some of us hope, albeit I usually never win at anything. Have a nice season.

Went to enter the code and the sweepstakes was closed down. Nowhere on the card did it say the sweepstakes closed at 12:00 PM.
