Eligibility: open to legal residents of the 50 United States, the District of Columbia, Puerto Rico and the U.S. Virgin Islands (except Alaska, Delaware, Hawaii, Maryland, New Jersey, Rhode Island and Virginia) who are 18 years of age or older.
