It is up. You probably tried to enter the sweepstakes again and it said come back you already entered. The IWG has a different button seperate from the sweepstakes on the same main page.

I tried to play the IWG today (19th) and it said to come back on Nov. 19th – so its obviously still not up and running even though it should be.

the rules say something about a limit to the amount of instant win prizes you can win but it really doesn't appear to be an instant win game.
